Detail of 2.4ghz antennae?

I need to know if the outer layer of the 2.4GHz antennae is electrically significant. I have an antennae and under the 1st insulation there is a wire "mesh", maybe used to provide electromagnetic insulation, but it could also carry the signal. Under that is a thin wire in a clear tube, that I think carries the signal. Do both carry the signal or can I just solder on the middle wire?
