Is this respected atheist right to say Christian evangelism in Africa changes peoples' hearts for the good?

I lived in Africa for 20 years, Christian Evangelism doesn't change the situation there at all. All it does is make st and killers feel like they can just ask for forgiveness afterwords and then it is ok to mug and kill people.
